Syncretic faith is for all Tengri. It's a thing where any Tengri country can mesh their Tengriism with a neighboring country's faith. The syncretic faith gets a bonus (varying with whatever the religion the Tengris syncretize with), and countries of the faith syncretized no longer view the Tengri country as of a different faith. A Confucian-Tengri syncretic Manchu suffers no religious differences diplomatic malus with Ming, an Orthodox--Tengri Kazan doesn't get that malus with Moscovy, etc.
