Lesotho and swaziland are more or less remenants of the old homelands we had, they came a bit before the other homelands like transkei, ciskei and boputatswana. They are just areas where blacks can stay and have their own laws, they cant really be considered countries because they are dependent on us.

They still have laws like that, but the rural homeland areas laws are not really enforced, if you drive to the eastern cape to the old transkei/ciskei area it still looks like it looked 200 years ago. Large areas will have a few policemen who are poorly supplied anyway, I dont think crime statistics from those areas are really reported, i think if someones commits a crime there the people sort him out themselves.

Just to give you an idea of how crazy the Transkei is, my uncle was a state prosecutor, long story short he handled a case where a soldier lost a firearm. He tracked the serial number to the Transkei military, back in the old days the homelands had their own military and police that was separate from South Africa.
He phoned the guy that handled the firearm records in the Transkei to get info about the gun. The guy kept stalling on the info and a few months late he told my uncle he is sorry but the work was too much so he just burned all the records.
He destroyed the records of thousands of military rifles and their locations. All those rifles and light machine guns are somewhere, but nobody can even prove they existed now.
