During the 70s when I think Saudi Arabia or Iraq stopped selling oil the Dutch government encouraged it's citizens to ride bikes or use public transit during the oil shortage.
In America the government had Americans with even numbers on the last digit of their license plate to drive on some days and odds on others.

This, and the traveling distances are either small enough to cycle to or else covered by public transport. It's also very cheap and healthy. I do own a car though, most people do, unless they live in a city center.
