Not to be a dick but after having talked to West Pointers, their general response is, "Why does anyone think you can have war and it be effective without total war?". The times the U.S. (or any country) undoubtedly) won Wars is when we trully fought in total war style. We have to use troops and civilian casualties will happen, cities have to be destroyed and a fair but punishing peace must be enforced. You can't have a WW1 peace were the army isn't decisively beaten but you punish the population harshly. We need to absolutely destroy an enemy and especially make sure anyone related to the original regime is executed, imprisoned for very long times (and you still rule when they get out), or completely rejects their past and lives under a microscope. You also have to rebuild the country and government in a way that the major population prospers under transitional rule.
TLDR We shouldn't have gone into Iraq but once we did we shouldn't have cared about innocents and instead destroyed everything including the military to the point there was so little shelter that they willingly come to you and surrender. Then we should have built a better country and not let the previously opressed population have to much power as the opressed masses become the new opressor.
