Western Europe is about 5°C warmer due to the North Atlantic Drift and the reason why it doesn't get so warm is that is it so far North compared to most US states.

It's not that that specific temperature is 'cold' itself but those are the averages, which means there are quite a few days below that that would make the weather indeed pretty cold during the winter.
Besides, there's a tier below that for Nordic nations, but like wise there's a tier above hot for desert people.
