No, Arabic and Hebrew have vowels in every word. It's not like Czech or something. Now, our written language is another story, since short vowels are not usually written.

We have the capacity to write short vowels to make the reading unambiguous, but I guess for tradition's sake we usually omit the short vowel markers. I personally wish they were mandetory. For the Qur'an at least, you almost always see it with short vowel markers.
