This is the case for a significant amount of "Irish-Americans".
Irish was/is the dominant culture over English especially among the working class in east coast USA. So the cultural one drop rule applied with mixed families, and even some which weren't mixed.

My fucking girlfriend is one of these Irish-American muh-heritage shits. Her great grandparents on her mom's side and her great great great great grandparents from her dad's are from ireland but she's obviously mixed with other European. Yet she keeps talking about her irish heritage and even calls herself "Irish" before she would call herself "American"
The funniest part is that my parents are literally immigrants, and I'm a 2nd generation Indian-American, yet I associate myself with my ancestral heritage less than she does. I thought the Irish-American thing was a meme until last year.
