Actually it was because the "le grassroots weed growers" faggots convinced all of the dumb youth that it was a "monopoly corporatist bill" and they should vote against it
Since it put controls on how much you could personally grow and gave primary crop rights to 10 growers (which is still not a fucking monopoly)
they think a "grassroots" bill would have any clout in the solidly midwestern state of Ohio
