I speak German yet I don't understand the Swiss or Austrians for shit, or any German who speaks in a dialect.
I also went to school back in Croatia that was 45km from my hometown and it took me a few months to start understanding some professors and classmates fully. In my home region I can tell what village someone is from purely by their dialect. Italy also has its fair share of regional dialects and languages you won't understand as an outsider, or even a native Italian who isn't native to the region.
It's an old world thing where people have lived in the same spot for millenia and developed their own dialects and languages organically, as opposed to the new world where a standard was set fairly early and the immigrants, who make all of the population, adapted to it and rolled with it.

All stations here are public service broadcasters, they aren't allowed to chase profits and make whatever they want, they are legally obliged to provide varied programming that caters to a wide variety of people, because they are the ones paying for it.

But that's the thing, we can't, not should we necessarily. In this country TV is not here to make big bucks or chase big viewers with high budget, highly promoted gash, it is publicly owned and is there to entertain, educate and inform us. That's the whole reason it was set up 100 years ago, to act as a service to the public that is also paid for and owned by them, not a private money making scheme. Why do you think every channel has news bulletins and documentaries, because they want to make them? No chance, Channel 5 would be reality TV 24/7 if they had their own way. All the main 5 channels are bound by the same or they wouldn't have been given a licence to broadcast in the first place. There is profit to be made and most of them do make money but the regulations they agreed to and the requirements of what they are expected to broadcast limits that heavily.
