The rather dandy looking chap is St. Hallvard, the patron saint of the city. Interesting story, actually; he took an arrow to his heart so as to protect a pregnant woman from being mugged by a pack of bandits. The muggers sank his corpse in the Oslo fjord, tying a heavy stone to his neck, only to find him floating the next day.

Anyway here is meaning before various things in our CoA.
Silver sighthound in red field - our town was loyal to king during Hussite wars and this dog is symbol of our loyalty to throne.
Camel - when Hussites were besieging our city our town garrison counter attacked their camp and managed to capture their prized camel. Hussites got it from Polish king for their help against Teutonic knights. Demoralized Hussites soon fled from the battle and king upgraded our CoA with this sign.
Two keys and knight holding half of German eagle represent our loyalty to Pope and HRE.
Middle part represent opened gate of Pilsen with its founder - King Wenceslaus II. Above him is maiden with two banners - one representing Bohemia and second one German eagle.
Motto of the city : "In hoc signo vinces" - In this sign you will conquer.
