Russia as a country did not exist. In fact the first Russian state was established by Rurik, and even then it was at most a somewhat loose collection of relatively independent city states. Different cities would alternate taking the leading role depending on their status at the time. Only after Ivan III has there actually been a "Russia" as we know it, united under one government.
