Because Tolkien was a well-spoken professor of ancient languages and so he wrote them as speaking with a gutteral, 'lower-class' accent as that represented all his least-liked things about the English language.
It gets turned into a 'London/East End' accent in the films, but in the books it may have more of a link to the Birmingham/Midlands accent. Tolkien hated everything about Birmingham, including the way people spoke there.

The characters are written and act in a way which harkens back to a different type of morality and world value. You need to understand that the world that Tolkien created was heavily inspired by traditional nordic, germanic, saxon etc folklore, mythology and legend.
