Everyone should at least know their own language, English and a sign language. Different parts of the world have different requirements. The sign language part is more wishful thinking. Most people in Europe do fine with just two, their country's language and English. In other parts of the world, where the language diversity is bigger, more languages are needed. If your group of villages have one language, the region in your country has another language, your country has a third language and that is not English, then you need to know four languages just here, and possibly some other languages from your region as well, if the region has many different languages.
It is also nice if you learn an oppressed language to help people be able to speak it. For example, in Norway you'd learn Saami, in USA Cherokee and in Ireland Irish.
You need to draw a line somewhere, though. At the very least people need to know two because Americans who don't know more than one language are very stupid and annoying, so you should be forced to learn one more language.
