Comparing entire universities instead of individual faculties is moronic.
Also, college rankings in general are just silly. They essentially measure how much money and prestige a university has, not the quality of its education. Brazilian universities might have millions of citations in Women's Studies papers, but that means jack shit when BRs with BR degrees are too incompetent to meet fucking Portuguese standards.
The "quality of teaching" parameter in the ranking you linked is measured EXCLUSIVELY by how many Nobel laureates have studied in each university. Other indicators include how much money the university has spent on research and other such nonsense that's completely unrelated to what actually matters here: how much is a degree from a given university worth?
And the answer to that is evident. German companies hire straight out of Portuguese schools while BRs with their degrees from their "world class" unis aren't even good enough for the shittiest country in Western Europe.
