I would imagine it must be very uncommon for anyone who has gone through the British school system not to know. You get swimming lessons as part of the PE course as well as survivalist advice, everyone in my school could swim already anyway so it just became a case of if some of us really wanted that swim a mile certificate. But my school was 99.9% white so I can't speak for the 14% of minorities and what their adeptness in swimming is like.

K, a small shelter for a small apartment house.
S1, a usual shelter for apartment house.
S3, lightweight shelter in solid rock or heavyweight shelter of ferroconcrete.
S6, large shelters in solid rock that must be able to withstand a 6 bar pressure wave. (Only capital area has S6 tier vaults i think)

All shelters must have:
an electric and hand-operated air-conditioning system, that can protect from biological and chemical weapons and radioactive particles.
a radiometer
dry toilets
a fixed-line interface
a spare exit
water tanks
a first aid kit
S6 Vaults have shooting ranges and stuff.

We didn't have 200m swimming test during conscription because the swimming hall at barracks area was under renovation so when spring melted the waters enough we did a water crossing during ryhmätaitokilpailu and that was counted as our swimming test for the squads who completed it :DD

Mind you the water crossing wasn't necessary but it saved time. Shortened the trip by 2-3km

Our's looked similar with a medium size open room too that had a popcorn machine and kitchen area, and a ton of folding chairs and tables. It had old heating pipes instead of that networking cable though (back in the 90s/00s at least). You can see into extended parts of it from windows in the alley and it looks like there are even now some classrooms down there last I walked by years ago.

Our school had a bomb shelter they taught the observation class for the delinguent kids in a bomb shelter with a huge ass bunker door they could close.

They also had a ping pong table there but only they were allowed there. Same with a basketball court; normal kids had to make due with benches and an open court.

All our schools have swimming class, it's our traditional from Samurai era because Japan is an island nation surrounded by the sea. Snow area in Japan has ski lessons at the school btw.

I don't have statistics, but given that you are supposed to be taught how to swim during elementary, not being able to swim should be very uncommon.
