At the American college that I studied at, you couldn't open any windows. Like, literally, there were no handles or anything. They said it was for safety reasons, so people wouldn't jump out of windows.
So, in summer, they cranked the AC so far up you had to wear a fucking sweater inside.

Finland you really don't know how living in hot weather works. You open windows at night to get the cold air in and you close them in the day and pull the shades down to keep it. If you open any window in the daytime you are fugged. Having AC is much less pain in the ass and is worth it.
