It couldn't be very high-speed all the way. Besides, if you need speed, you fly. If you are in no hurry, you take a ship. Trains are somewhere in the middle. I'm not sure if HSV would ever be economical for Siberia. If the rail is primarily for industrial and military use, ie heavy transport, it can't be HSR anyway.
