Winnipeg here, so it is shitty but functional (sometimes).
Everything is super spread out so an hour bus-ride one way is common.
The buses are frequently 10+ minutes late, and sometimes they don't even show up, they can be very unreliable.
You can get to most major areas of the city though, it doesn't help that I'm near the city limits, so everything is far away.
Outside of Winnipeg it is non-existant I believe, besides transport from one city to another.

People don't have to work 40 hours, cut people's work down to 25-30 hours a week, employ more people.
