The Kurils no longer belong to Japan. Japan is forced to renounce all claim according to 1951 treaty of San Francisco. USSR did not sign this treaty, but Japan renouncing claim is recorded in it anyway. As the most recent recognized treaty, this takes precedence over 1875 treaty, and every other pre-1951 treaty. This map makes clear the reason why Russia has been obsessed with keeping under control Sakhalin and the Curils under its control: the trade from and to Vladivostok could be easily stopped if Japan controlled both sides of the straits between Hokkaido and Sakhalin and between Hokkaido and the Curils, respectively.
You also have to consider the fact that Japan also controlled Korea, making the Sea of Japan almost like a Japanese lake and definetely not an alternative to the Vladivostok-Sakhalin-Curils route.
