A bit of insight into just how little Japan can blame ALTs for the English proficiency of Japanese schoolchildren.

A school large enough to need 4 English teachers may have 1 ALT. Schools smaller will have an ALT from another school visit on occasion.
An ALT may see a particular class of students as often as once a week. It's not a rule, it's a schedule thing. There's simply not enough time to see them more often.
However, students have English at least three times a week starting in middle school.
So, you have five times as many people who see the students at least three times as often as the ALT.
Namely, the Japanese teacher of English. Who btw is not a bad person or a bad teacher or necessarily bad at English.
But ALTs are the problem lol

I'm not slamming the native speakers who want to teach, I'm saying that natives need to be real teachers (like often they're in the EU), not an add-on.
So maybe not just hire anyone with a BA, but give that anyone a way to get some sort of "Teach in Japan" license or some shit.

And have whatever qualifications you can name. The fact is they are not utilized according to those qualifications whether you they have them or not. And all the Japanese teachers of English are "qualified" in that way too. So clearly it's not a lack of qualifications.
Anyway, this isn't even what we were talking about. You don't really need to be anything more than a native speaker to do what Japanese teachers of English have ALTs do. That's why Japan doesn't require them to have degrees. We just read to them most of the time and try to get them to talk to us. You don't need to be a teacher to do that. If you want proof, look at the five times as many teachers there are trying to do it as well and failing.

My point is, either you complain about the qualifications of Japanese teachers as well as those of ALTs or you complain about the qualifications of no one.
My suggestion is the latter, because again: many ALTs are qualified teachers and it makes no difference.

The problem is that kids are encouraged not to speak and not to stand out. They're encouraged to do what ever it takes to get good scores on tests so they waste their time memorizing things rather than learning them. Even if they have a teacher right there who is willing to help them learn it properly

So when you said the system needs to change this is what I though you meant.

It's easy to blame people but it's much harder to see sometimes how those people function within a system the structure of which is kind of hidden. All Japan needs to do to get proficient English speakers is first encourage their kids to be speakers period. because of the way japs are, the first thought that comes to mind is "well it can't be us, so someone/something else must be the problem!"

It's literally pointless to teach english in japan because nobody ever makes any real progress, simply because of the way japs are. Only like 1 in 1000 japs is actually worth teaching, and shows results.

We had four hours a week. 3 of those were with a Czech for grammar etc. and 1 was with a native who didn't speak much Czech.
As for the effectiveness - there were around 15 people in the class but I'd say that for who gave a shit it was good practice. I think a grand total of 3 people were interested in actually talking to a teacher from the US. The rest probably didn't learn a thing.

The difference between you and me is that you want to ascribe that to something about Japanese people as a fact of their existence. I prefer to say that it's an incentivized behavior that can be changed. Japanese people are not inherently stupid or incapable of learning English or incapable of being active listeners and speakers. They are just taught to behave in ways that don't facilitate the learning of a language. That can be changed.

That seems to be true. The general pattern seems to be that non-native speakers of English who can speak at or above a conversational level put in a lot of effort outside of school, and usually consumed a large amount of English-language media.

If you don't practise outside of school, the lessons are pretty much wasted since everything but the bare basics tends to atrophy quite quickly.

That's true but I feel like many people are just already capable of it. Sure, most people who can score above average on the standardized tests likely did so by memorizing sample answers to questions and other things that amount to cheating the tests and beating them. But even those people who have that natural knack for English who really do understand and never study a second of their lives beyond what they get in class but pass anyway. Even they can't speak a word. They couldn't begin to practice speaking outside of class cause they never do it in class to begin with. That's what's breaks my heart some times. So many of them have been failed by this system.

No, you'd just say each number in a row. If you asked them to read the numbers individually, they wouldn't pronounce the comma or say "hundred" or "thousand".

The reason is that a lot of foreigners simply don't understand how the system works. That, and the language barrier. So for a lot of red light stuff in Japan, they make it only available for Japanese simply because it can cause quite some hassle to take in foreigners who don't know how things work.

Foreigners who speak Japanese are more in the middle, they will be okay for some places, while some not.

kourampies is a traditional christmas sweet. it's sort of like a biscuit, but a bit softer and sweeter. It's made of flour, butter, eggs and some cognac. you put the mix in the oven, and then you put lots of sugar on it. it tastes very christmassy, if that make sense :3

we also make melomakarona this time of the year. they are made with honey as the main ingredient and go very well with your coffee!

When a Japanese person thinks of Japan do they think of Prefectures and cities or do they think of regions?

I don't think Australians in general don't talk about regions (unless it's a place with nothing of note over a huge area, e.g. The Kimberleys). However stuff in Japan refers to the Tokai region and such quite often.
