Being cheap definitely helps too but most of the big soccer communities in my former area are more middle/ upper middle class for whatever reason. Think about what MLB does to the Asian leagues. American teams pay more so players get posted then we end up draining their top talent. It has a few less competitive north american players but ultimately it's a less competitive league to do salaries and skill pool but the best players are still drafted by the NHL.
