Commieblocks have more than ten floors only in huge cities. In my town, there are some commieblocks with eight to ten floors, but most of them have four floors, no elevator.
Usually, in a four-floor commie block there are nice neighbours, though anywhere should be an old curmudgeon who doesn't let the kids play or eat sunflower seeds (that's part of our commieblock culture), and I experienced that on myself...
The streets are wide, there are no elevators, no vision - thus no way to hear - to any boulevard and a playground at each 4-8 commies.
Every building has a yard surrounding it, usually owned by the dwellers of the ground floor. People used to plant vegetables and raise chickens, until we have entered the European Union. As a child, the fact that I won't be able to hear the rooster anymore made me cringe and, since back in 2007, I'm hating the EU.
In the summer, the atmosphere is based and cosy. Children playing football, badminton, hide'n'seek as well as playing with wooden swords, knives and bows craved by their fathers or grandfathers; old men playing backgammon, old women gossiping; everybody salutes his neighbours.

I lived in a commieblock when I was a kid. Shit times.
There are bad commieblocks and there are good commieblocks. In fact I'm not even sure what exactly constitutes the "commieblock" - traditional disposable 4-storey "kruschovka" was not built in Zagreb after mid 1960s, the city council realized that the citizens deserve better stuff. Good architecture was also used to troll USSR which was stuck in a permanently "developing" phase, with tiny and incredibly ugly housing.
The shit factor is that nasty old buildings weren't torn down to have the area remodeled, and some areas of Zagreb now lie in a dangerously decrepit state. The city center in particular has turned into a ghetto, and I used the first opportunity to tear the hell outta there.
