I consider Russia to be somewhere between East and West as it's a melting pot due to covering most of Northern Eurasia. You could be considered Western if you let your minorities become independent and only kept the European portion of your land ;)
No. Europe starts in Austria and ends in Scandinavia I guess. Balkans, Eurasia and Baltics are not European.
