Well, it depends on how you design them of course. If the area lacks infrastructure it will socially decay, you need good connections to the inner city to make it work. Schools and stores and general necessities must be close by in the neighbourhood also.

Of couse, if you cheat on the construction, choose the cheapest materials, hire some shitty firm to do the wiring and insulation, etc etc it will be a horrible place but it can also be a beautiful place to live.

We never had these before because they're a retarded idea, but they've been building a bunch of these lately. Meanwhile shopping malls are near extinct because Americans are too lazy to get out and walk anymore. It's funny to watch them stop in the street as fat people waddle out of their vehicles while some brave soul finds a parking space. The apartments are insanely expensive compared to normal apartment complexes, and most of them appear to go unrented. Actually commie blocks are pretty awesome when you consider population density: you don't need "downtown" are like american cities do, because it's sensible to have businesses everywhere, since there's always tons of customers in walking range. So there's also no traffic, distances in city are small, everyone can just walk everywhere (which is healthy), therefore less pollution, etc. It's also easier to police and service more people in smaller area, you don't have to wait for ambulance or cops forever.

It's pretty sensible and functional.
It doesn't look all that nice though, especially commie blocks. And it's easy to overdo it (see: china)

its the other way round actually
the pipes for heating water go straight upward and pass through every apartment room
So if youre living in the first floor, whenever someone above you puts on the heating the pipes will also heat up your room
Heating from below is almost nonexistant, ceiling/floor insulation sadly is pretty good

Central heating isn't all that wasteful. Losses vary by month, but it averages to something like 12% or less. Might seem like a lot, until you consider that that average losses on an electrical line arevroughly 8%. And that's transporting eletricity, not heat. It also removes pollution from residential areas to outskirts of the city. When maintained properly central heat is a wonderful idea, especially when in cogeneration of electricity.

Sadly people in this country are too fucking stupid to comprehend that.

We used to use natural gass mostly, but now it's mostly wood chips. At the moment the gass boiler isn't even running. Won't need to start it up unless temperatures drop to -10c or so.

There's also an oil boiler, but that's for when shit hits the fan (gass being cut off or something), as a reserve. On top of being expensive it's also rather "dirty" fuel.

People are only willing to walk so far to get to public transportation. For public transport to be profitable (as a business or in a macroeconomic sense) it needs users and ultimately certain levels of population density. Certain modes of transport, rail mostly, have bigger uptake zones, but also require more riders.
