There is talk of creating transgenic bonobos that have the genetic and therefore mental machinery to use language and not just their innate intelligence. Its an ethical minefield however. Its actually very easy to transfer genes now. I made transgenic bacteria in an under funded Irish college. I transferred a gene from I cant remember what to a bacteria and made it glow in the dark.
