That's because you can't learn a language in two years. I had English lessons from the age of five to the age of 18. I kept it up during my undergraduate degree and went on to study in England. The only period of my life where I wasn't speaking English regularly or studying it was when I was doing conscription.
Even with all that, I'm not truly "fluent". Lots of people claim to be, because they can write well on the internet or hold a conversation, but in reality there are very few non natives who are properly fluent.
