I can understand the Netherlands as it's a small country.
Mostly rural schools have these, where kids come from further away and stuff. A handful of city schools also have them but use them mostly for excursions or picking up kids that need to travel from out of the city.

There's no way there could be trains that stop in every community. There are hundreds of them sprawled out in a single metropolitan area. Not to mention you would probably have to walk hours after getting off the train along a heavily-traveled road to get where you need to be.

I've seen a couple of yellow school buses around but they're very rare. Most children here walk to school or a dropped off and the ones that do actually take the bus typically use public buses e.g. Arriva. The bus station in my town is full of school kids and college students at 3-4pm on weekdays. Coaches may also be used.
