My system is that they buy coupons at one place and time that they can trade in for drugs at another time and place. It minimizes risk of monetary crime related charges and makes the deals faster. The substances are packed in weight according to the coupon value.

My colleague said he returned a wallet 6 years ago last year and then the police called him and said that he could come and collect the 50 euros in the wallet because they hadn't been able to find the owner of the wallet.
5 years they waited and then they gave the money to the guy who returned it. Suddenly our honesty makes sense, because here it pays off in the end.
It was 0/12 returned wallets in Lisbon in the original pictures.

The police don't take the money. The people that find the wallet take the money and then give it to the cops, sans monies.

I think that they probably dropped them in "famous" locations. Now, here I agree that this is problematic. In most of the tourist spots in Portugal you also have drug dealers (not hardcore dealers, just gypsies selling weed) roaming about, because in many of those places you also have university students, who are also retarded.
That would be Baixa Chiado and Marquês de Pombal. Both of those areas are awful places to lose your wallet, but I figure that if you gointo smaller towns, or even leave the mainland and go tot he Azores, the rate would go up.
