The title of Caesar is a monarch title. It started with the end of the Roman Republic, and of course a republic can't claim such a title.
The modern descendants: Greece, Italy, Russia, Turkey and other claimers like Serbia and Bulgaria are all republics. So is Finland.
Belgium otoh is a monarchy, and are direct descendants of Merovingians (Franks) who mixed with Romans (and Walloons).
Conclusion: only Belgium is the rightful heir to the title of Caesar, ergo heir to the Roman Empire anno 2015
