Do most French Canadians speak English decently or fluently?
Yes, but they look at you stupid when you try to communicate to them in English.
You'll need french in Quebec City

yes, they all speak decent english. the only french canadians who dont speak any english would be old people who live in smaller towns.

I'm assuming the reverse isn't true? (Anglo Canadians who speak decent French)

Pretty much. Barely anyone takes it in high school. Its an asset if you want to work for the government but aside from that it has no utility anywhere else.

There's no use of the language outside of some job requirements or to not get belittled by strangers if you live in a French speaking area in Quebec.

42.6% of Quebec know both langauges, so knowledge of English amongst Francophone Québécois is lower than most of continental Europe.

I believe so, especially in Montreal, and especially for younger people. Being bilingual is kick-ass.
They can barely speak French, let alone English

Very true.
Here on the west coast, mandatory French in school (my school didn't have the resources to offer any other languages...) was mocked relentlessly. We grew up surrounded by Mandarin and Punjabi (there are literally entire areas where there are no english signs for fuck's sake) but they made us learn French because muh Canadian culture. Never met anyone who spoke french until I was like 21.
Fucking useless language out here.
