because just by traveling to paris alone, i can definitely tell that it doesn't even deserve the high remark in HDI when during my week-long stay in france, i witnessed gypsies stealing money from tourists, whites themselves doing act of theft, and not to mention, walls are full of graffiti. also, paris has too many signs that warns to be careful of theft.

As I said in another thread, the Human Development Index was created by a communist intellectual called Amartya Sen for the purposes of making propaganda for the Communist Party of India, which governed Kerala. Every single data and stat added into the HDI was meant to made Kerala looks good, the whole thing is completely useless as a tool for public policy and even as a nation dick measuring contest.
