Commieblocks have some pros. I live in one if those and can walk everywhere — to school, work, mall, subway and train station, etc. I drive car 2 or 3 times a month. There is a small lake behind my house that serve like a large communal pool in summer and skate rink in winter. People go for barbeques there too. I don't even want to have a separate house to bother with heating and such.

The water can get pretty high but they control the water level with a pumping station nearby, which pumps the water to higher areas. There used to be a street nearby that always got flooded during heavy rains, because the street slowly subsided thanks to the peat soil here.
