As for the kanji, I'm in the same position as you, I tried to play that VN called 幻想人形演舞 one time, and it really is insanity, I simply couldn't get jack shit without relying on a dictionary.

I think it's because you're using English's w sound. Japanese is supposed to be compressed like it's u vowel sound.

I am an American biologist and I am planning to travel to Japan to study. Are people in small towns in Japan friendly to foreigners? I am not a stereotypical American and I am not a weeaboo.

It's only rude if you get an attitude when you get there and they don't pander to you with English.
Maybe it's because most people who visit America already know English so I don't deal with it a lot, but I've never been frustrated with someone who didn't speak my language. One way or another you can communicate.

I have all the information i'll ever need to start learning. Downloaded a ton of text books, apps, lessons online, yet without someone giving me structure I just stare at it all and go "well what now."
I learn some words every now and then but I find it hard to just sit and study because I don't really know what to study since no one is saying "know this for the test by Wednesday."

Self taught here, classes here are way too expensive.
I don't know what level I have, but I am about to start reading a book called "read real Japanese", which has short stories (about 5 or so pages long), I understand most of the grammar, but I need more vocabulary.
To be honest studying by yourself might be better, I hate being held back because someone doesn't understand something I consider simple.

エンジンを「Suspend」って使うなら、普通の人に「エンジンの働きを止めさせる」って意味は通じる (Suspend your engine) (よく使われませんが)
Suspend your rightsも自分の権利を持ち上げることが出来ないから「権利を持っている状態を一時的に停止させる」って意味は通じる

Suspendサインがあったら自分の車を持ち上げるって意味を捉えてしまう
