Buckle up, here comes a long story that I am going to paraphrase because I don't feel like spending all night typing.
In the 1980s when internet was just rolling out, Bell signed a deal with the Ontario government to lay province-wide copper on their dollar in return for exclusive rights to it. The government, being it was the 1980s and no one realised the future of the internet and underestimated the consequences, and agreed.
Thus, until around 2000, no ISP could lay internet lines in Ontario. If a small ISP wanted to operate, they had to lease internet lines from Bell and follow Bell's rules on pricing. (Bell made a rule that all ISPs leasing their lines COULD NOT offer a package equal or superior to Bell's best package)
Around 2000, Rogers came in and laid Cable TV lines, and then offered cable internet, thus skirting Bell's technically DSL/Phone only monopoly. Bell immedaitely went to court with the Ontario government over breaking contract. The contract was renewed to cover Cable as well. Now Bell and Rogers were the only ISPs who could lay internet in Ontario (All small ISPs still had to lease lines from Bell to operate)
Now, their contract is ended. The problem? After nearly 30 TAX PAYER SUBSIDIZED monolpoly, no new ISPs can start in Ontario, they would need billions of dollars to lay new fiber lines (Cost is around $20,000 a kilometer, $250,000 per kilometer if roads need to be dug up)
AND TO PUT ICING ON THE CAKE
Just last week, a court ruled that Bell had to lease unrestricted fiber lines to smaller ISPs. Bell's response? Overturn the ruling and return to Bell controlled leasing rates or they will halt laying fiber in Ontario and damage out national IT infrastructure so we can't compete for internet industry.
