Well, it depends. When looking at numbers, Algeria would smash Portugal easily. Still Algerians are durka durka level with ancient soviet tanks, which would explode after one shot.
If Portugal would defend it's borders, it would win for sure.
But there's also no way with Portugal assaulting Algeria and winning it.

Algeria has four times the population + millions of patriotic diaspora itching to kill. On top of that, Algeria has a way bigger army, more aircrafts, more of everything.
In a 1v1 war Algeria would easily win.

This is very true, mr. Barbosa, but the modern age is a different thing.
Post-colonial entities are now the most powerful countries in terms of brute strength.
America for example wasn't meant to exist in nature. We filled up a huge region with countless resources and then our population kept going up and now here we are.
Brazil could easy beat you in a war. So could Algeria or India or whatever.

Did you just compare Germany to Portugal? Lmao.
You have ten million people, four million of which is fit for the military. Your youth unemployment is fucking 30%, which means a huge part of your population is basically useless as anything other than cannon fodder. Your economy is weak. Your average male height is like 172 which is one of the lowest of Europe.
Germany has eighty million people, thirty million of which are fit for service. They have a very strong economy, with a highly educated populace. The average German male height is 180cm.
Germany could overshadow most European countries very quickly (though you overestimate them by saying "every"), but Portugal wouldn't be able to form a decent military even if they would bankrupt themselves trying to.
Algeria is the more capable force by far.
