That too. Sex appeal is also a big thing, since girls like bad boys and sexy villains with hot accents are very appealing. Muslims simply aren't desired by anyone in the US though. With British/Russian villains you usually have to have elaborate and creative schemes to justify them which is appealing, while with realistic muslim villains its simplistic "kill infidels" stuff. Gritty and realistic though, but to some people hits too close to home while Brit/Russian villains are playful and harmless fantasy.
