You can argue about choosing less-lethal shots like the limbs, but when somebody's running at you their arms and legs are moving targets and you don't have a lot of time to aim, not to mention the fact that you're probably jittery with nerves on account of having your life threatened. Killing people makes noise, be it a gunshot or screaming. Noise attracts attention, attention means heat. A mugger needs to be quiet until them money is in hand and he can run.
A victim that survives is a witness. You know that they might have spent the whole time memorizing all they can about your face, race, build, clothes, voice, which way you ran. A mugger doesn't want that.
If a mugger kills their victim first, they need to spend precious time digging around in pockets and freeing jewelry after they've called attention to themselves. Anybody who looks will see them frisking a body and immediately know what's happened. They'll get blood on them which can be traced.
It's much easier to force the victim to quietly collect and hand over the valuables, then kill them and immediately run, before they can be seen.
