The old one was full, it's just that nobody wants to go back in there since it's now been attacked twice. Cantor Fitzgerald for instance, lost 2/3rds of their entire workforce that day, and everyone working in Marsh & McClellan's New York office died. There's a reason why the bottom half of the tower is full, but the top is completely empty. Hearst Tower isn't exactly a very tall building, but in my eyes they've done a fantastic engineering and design job at fitting the new glass tower onto the 70 years older brick base building, and it sets a great example of how to expand the floor area in densely populated metro areas without tearing down historical buildings and street fronts.
