All I remember from my uncle is when he used to be a cop back in the 60s-70s, they used those terms to indicate that they had a mexican in custody who either didn't speak English or refused to. And if a mexican got away while on the beach, they'd just radio in that there was a wetback on the loose near the beach and seeing a mexican in full clothing soaked to the skin was more than likely your suspect.
