I live in Monterrey (north-eastern part of the country) and have drinked tap water my whole life. Most people here drink it straight from the faucet, others use water filter but any way is fine and the taste isn't bad.
Then once I went visit some relatives in Tijuana (north-western part of Mexishit) and when I tried drinking tap water it tasted bitterly nasty. My relatives explained that in their state tap water isn't dinkable and aside from Nuevo Leon(my state), Jalisco, the capital and some other entities/cities, mexican tap water isn't safe to drink.

I never saw a rat in my life. And when it comes to water purification plants they need to meet very high polish and eu standards because if they don't they loose a lot of government and eu dotations. And there are water purification plants per neighbourhood/s so each medium/large city has few or more.

This is how it works. Not once did I hear that I can't drink tap water in my city. Like 15 years ago I heard it in silesia but they got 1200 years of mining under them and I think it's fixed for a long time now.
