There is no limit of growth and prosperity in the times we live in , the further time goes the more demand there is in the market.
Only way to adapt and survive in this market is to produce more , and to produce more , you need workers. Good educated workers of your own kind if you don't want to lower your productiveness by importing or having to import bad quality workers from elsewhere.
If your young population is on decline , you just have to do that in order to survive. If you can't have the workers adapted to produce as well as they can't , if you fail on simple quest of assimilation , you'll have even more unemployment than you'd normally have and bonus a problematic minority
