There were western cities like that, but it was more from smelters and heating then electric. And this had stopped by the 80s with increased environmental legislation. In general there were bad areas around certain cities, not region wide like in China.

I did, because the Chinese government subsidizes the solar panel companies so that they can dump the product on the international market.
It still produces a negligible amount of power for China, which should be investing in nuclear if it cares about the environment.
