That's a huge fallacy that implies the Soviet Union could only produce 3% of the locomotive demand. Obviously they could produce much more, but since they were getting them from the US they could focus on other shit (ie pumping out thousands of tanks every month).
Lend lease obviously helped speed up the mechanization of the Red Army... But it wasn't the game changer that a lot of people claim.

Soviets didn't get much of P-51. Most non-Cobras were used in AA defense, except for Hurricanes and P-40s.
Also, about P-51. I remember a story of Ivan Kozhedub's La-7 being attacked by a P-51 because of similar looks with FW-190.
