From what I know there's a problem with relationships, people tolerate less from each-other which makes it hard to have a good relationship.
Maybe it has to do with women getting more sex, thus more critical and needy or maybe the pressure caused by leading more stressful career lives, perhaps a combination of both.
Without a good relationship people just aren't confident enough for a life changing thing like babies.
There's probably way more to say about this all of course.
Sure if you want to get babies you can find a woman and just make it happen by tolerating a lot (if your unlucky) but few people start a relationship just to get babies they're a byproduct (by intent at least) to make it flourish more.
