There is nothing wrong with the lands that Mexico now has. It's not like they are living in a desert, suffering from famine, and have to escape to livable lands. The reason why things are better north of that border is entirely human.
To state it more clearly: south of the border sucks because it is inhabited and ruled by Mexicans. North is better because it it inhabited and ruled by Americans. If the border had been as in your map, it would just have made a bigger part of North America suck. What, you think that Silicon Valley would be in Mexico if you owned California? No, Silicon Valley would have been in Washington or somewhere on the East Coast instead, and all you would have had is an agricultural state dying from the drought.
