Nope. They only get a title that makes them able to work because most can't pay for a private school, or they can't enter into the public universities due to it's high demand. If you want an actual engineer/whatever title you need to go to the university.

I understand that mexico does have real engineers, those who go to university. But this guy was legit and proudly boasting how his dad went to a 2 year program after high school and got his diploma.
