Let's look at the other "top 25 highest developed countries". Switzerland, Netherland, Germany - certainly they aren't bad and weather is not so bad there. it's a meme, Europeans never froze to death, actually European climate is much better for agriculture and Europe has more arable land than Europe
but in fact temperature seems to affect the developement, maybe brain works less effectively in high temperature, but again we have examples of nicely developed countries in hot areas, like Australia or Singapore
