Historically, the biggest emigration wave out Portugal was in the 60's, mostly for economic or political reasons (we had a fascist regime). France was the main country where those immigrants integrated. Even today, there's plenty of people here that have a few relatives there, especially in Northern Portugal (for instance, I myself had an uncle there).
A while after the 1974 revolution*, people could safely return, and most emigrants were better of financially than their brothers, friends, peers, and also because stuff was cheaper in Portugal due to exchanges, they used to spend a lot while on vacation. Also, many felt superior and tended to speak in (mostly broken) french to differentiate themselves from the locals. On the other hand, this caused some resentment on the locals, and picked on the use of the word "avec" in some broken french sentences with portuguese in the middle. This led to the stereotype.
* The immediate post-revolution was plenty chaotic on itself, but thats a story for another time. If you have time (and interest) google it.
