Important point: Korolev hated hypergolic propellants and vetoed Vladimir Chelomei's plan for the UR-700, a Saturn V-class booster that would be essentially a Proton rocket on steroids. Because Soviet manufacturing technology was not up to producing large LOX/kerosene engines, the end result was an N1 first stage with 30 small engines, thus creating a horrible mess that couldn't possibly work.

The Saturn V first stage was hard to develop because of combustion instability problems with the F-1 (the engine required a number of advances in metallurgy to pull off), but also trying to get five engines working in tandem. Now try and imagine getting 30 to work in tandem.

Eventually in the 80s, they did build a Saturn V-class rocket that actually flew (the Energiya) but the collapse of the USSR ended its run after just two launches. But even then, 20 years after the N1, Soviet engineers still were unable to solve the problem of combustion instability on large LOX/kerosene engines so the Energiya instead had a LOX/hydrogen core and four strap-ons with smaller LOX/kerosene engines.
