The laws are serious but they don't apply them except to blacks and hardcore criminals. If you send this to the police probably nothing will happen, they don't have enough time or resources to get a warrant for a small time drug user, if she gets aressted for a different reason though then these pictures can be used as evidence that she is a drug user.
